If you look at Arnold's campaign contributions received to date, then it makes sense what types of policies will be passed, and who will benefit financially.
Obviously, more roads for cars than bike paths and public transit.
He cannot possibly "take on" any of these industries.
You might be tempted to think that the governor is all-powerful, but he's beholden just like the rest of us.
